On Solid Ground is the capstone project for four graduate students enrolled in Portland State University's Master of Urban and Regional Planning project. The student team, called Terra Firma Planning, is working with the Northeast Coalition of Neighborhoods to develop a community disaster preparedness plan. This collaborative planning effort aims to at improve the resiliency of Northeast Portland citizens by increasing awareness about community assets and vulnerabilities, as well as laying the foundation for durable trust, coordination and communication.
